WhatsApp Business API Price in India (2026): Meta Rates, BSP Fees & Real Monthly Costs in ₹
Table of Contents
ToggleSearching for the WhatsApp Business API price usually gives you one of two things: Meta's rate card in US dollars, or a provider's pricing page that hides its own markup. This guide gives Indian businesses the full picture in rupees: what Meta charges per message, what providers add on top, what changed on 1 October 2026, and what a real monthly bill looks like with GST.

In India, the WhatsApp Business API price is charged per delivered message by Meta: ₹0.8631 for a marketing message, ₹0.115 for a utility or authentication message, and, since 1 October 2026, ₹0.115 for a service reply after the first 1,000 free per number each month. Add 18% GST and your BSP's platform fee (₹0–₹10,000+ a month).
WhatsApp Business API Price in India at a Glance (October 2026)
Meta no longer bills Indian businesses per 24-hour conversation. Since 1 July 2025, the WhatsApp Business Platform charges per delivered template message, and the price depends on two things only: the message category and the recipient’s country code. For any customer on a +91 number, these are the rates:
| Message category | What it is used for | Meta rate (₹) | With 18% GST (₹) | When it is free |
|---|---|---|---|---|
| Marketing | Offers, launches, cart reminders, re-engagement, festive campaigns | 0.8631 | 1.0185 | Never free (except replies inside a 72-hour free entry point) |
| Utility | Order confirmations, shipping updates, payment receipts, appointment reminders | 0.115 | 0.1357 | Inside a 72-hour free entry point only (charged inside the 24-hour window from 1 Oct 2026) |
| Authentication | One-time passwords (OTPs) and login codes to Indian numbers | 0.115 | 0.1357 | Inside a 72-hour free entry point |
| Authentication-international | OTPs sent by an India-based business to customers in certain other countries | 2.4971 | 2.9466 | Not free |
| Service | Free-form replies (agent, chatbot or AI) inside the 24-hour customer service window | 0.115 | 0.1357 | First 1,000 per business phone number per month, and all replies in a 72-hour free entry point |
What changed on 1 October 2026
October 2026 was the biggest change to WhatsApp Business API pricing in India since per-message billing began. India’s marketing, utility and authentication rates did not move, but two things that used to be free now cost money.
Service messages are billable after 1,000 a month
Every free-form reply your team, chatbot or AI agent sends inside the 24-hour customer service window is now a billable service message. Each business phone number gets 1,000 free service messages per month (they do not roll over), and each extra one is charged at India’s utility rate of ₹0.115. The allowance is per phone number, not per WhatsApp Business Account, so a business with three numbers gets 3,000 free replies.
Utility templates inside the 24-hour window are charged
Until September 2026, a utility template sent while the customer service window was open cost nothing. From 1 October 2026, it is charged at the utility rate. If your support flow sends order-status templates in reply to customer questions, budget for them.
What stayed free: the 72-hour free entry point
When a customer messages you from a Click-to-WhatsApp ad or a Facebook Page call-to-action button and you reply within 24 hours, a 72-hour free entry point opens. Every message you send in that window, including templates and service replies, remains free.
Coming next: move to INR billing by 31 December 2026
Meta launched rupee billing for India on 1 January 2026. Businesses whose billing country with Meta is India must move every WhatsApp Business Account to INR by 31 December 2026. From 1 January 2027, Meta stops delivering messages from India-billed accounts still invoiced in another currency. If your provider bills you in dollars, ask them about migration now.
Is the WhatsApp Business API Free in India?
No, but part of it is. Meta does not charge a licence or hosting fee for the WhatsApp Cloud API itself; you pay only for the messages that get delivered. What makes the API cost money in practice is the per-message fee, the platform you use to send messages, and GST.
What you can do on the API without paying anything
- Create the account, verify your business and get a display name approved.
- Receive unlimited messages from customers. Incoming messages are never charged.
- Send up to 1,000 service replies per number per month.
- Reply for 72 hours to people who arrive through Click-to-WhatsApp ads, at no message cost.
WhatsApp Business app vs API: the cost difference
The WhatsApp Business app on your phone is completely free, with no per-message fee. It suits a shop or freelancer replying to customers by hand. The API is paid because it lets you broadcast to opted-in customers at scale, run chatbots, connect a CRM and use one number across many agents. If you are unsure which one you need, read our guide on the difference between WhatsApp and WhatsApp Business.
How WhatsApp Business API Pricing Works: The Per-Message Model Explained
Four rules decide every rupee on your WhatsApp invoice. Once you understand them, any provider’s pricing page becomes easy to read.
Rule 1: You pay by message category
Every outbound template must be approved under one of Meta’s categories. Meta reviews the content, and if a “utility” template contains promotional wording, it can be reclassified as marketing and billed at the higher rate.
Marketing messages
Anything that promotes, persuades or re-engages: discounts, new arrivals, webinar invites, abandoned-cart nudges, festive greetings with an offer. At ₹0.8631 each, these are about 7.5 times the price of a utility message, so they are where most budgets go.
Utility messages
Messages tied to something the customer already did or asked for: order confirmed, out for delivery, EMI due, appointment tomorrow at 10 am. Keep them free of promotional text to stay in this cheaper category.
Authentication messages
One-time passwords and verification codes, sent with Meta’s authentication template formats.
Authentication-international: the ₹2.50 surprise
If your business is India-based and sends OTPs to users in certain other countries, Meta charges an authentication-international rate (₹2.4971 for India-billed businesses). Apps with NRI users should check this before switching their OTP traffic from SMS.
Service messages
Free-form, non-template replies sent while the customer service window is open. Since 1 October 2026, these are free for the first 1,000 per number each month and ₹0.115 after that.
Rule 2: The recipient's country decides the rate
Pricing follows the customer’s phone number, not your location. A Hyderabad business messaging a +91 number pays India rates; the same message to a +971 number in Dubai is billed at UAE rates. Indian businesses with Gulf or US customers should model each market separately.
Rule 3: You pay only for delivered messages
Meta charges when a message is delivered, not when it is sent. Messages to invalid numbers or to people who are not on WhatsApp do not cost you, though a high failure rate can still hurt your quality rating.
Rule 4: Two windows can make messages free
The 24-hour customer service window
It opens every time a customer messages you. From October 2026, service replies in this window use your 1,000 free monthly allowance first, then cost ₹0.115 each. Utility templates sent in this window are now charged.
The 72-hour free entry point (Click-to-WhatsApp ads)
This is the most underused cost saver in India. Run a Click-to-WhatsApp ad on Facebook or Instagram, reply within 24 hours, and every message for the next 72 hours is free, including marketing templates. For lead-heavy businesses such as coaching institutes, real estate and clinics, it can remove most of the marketing-message bill for new leads.
Volume tiers for utility and authentication
Meta gives lower utility and authentication rates as your monthly volume grows. Volume is counted across all WhatsApp Business Accounts in your business portfolio. Marketing and service messages do not get volume discounts. High-volume senders, such as fintech apps sending lakhs of OTPs, should ask their provider which tier they qualify for.
Rates can change four times a year
Meta may update its rate card only on the first day of a quarter: 1 January, 1 April, 1 July and 1 October. It gives at least one month’s notice for rate changes. India’s marketing rate, for example, rose about 10% on 1 January 2026, from ₹0.7846 to ₹0.8631.
The 3 Layers of Your Total WhatsApp API Cost in India
The Meta rate card is only one part of your bill. Every Indian business pays some mix of these three layers:
The per-message rates above. Identical whichever provider you use, unless the provider adds a markup.
The software you send from: shared inbox, broadcasts, chatbot builder, integrations. Typically ₹0 to ₹10,000+ a month.
Setup, a new number, chatbot or AI agent build, CRM integration and template design.
Applies to message charges and platform fees. GST-registered businesses can often claim input tax credit; confirm with your CA.
Layer 1: Meta's message fees
This is the only cost that every API user pays. Use the rate card above, or the calculator below, to estimate it from your monthly message mix.
Layer 2: Business Solution Provider (BSP) platform fees
Most Indian businesses use a Meta Business Solution Provider (BSP) or tech provider rather than building on the Cloud API themselves. Providers charge in one of two ways, and the difference matters more than the headline plan price.
Model A: Monthly subscription, Meta rates passed through
You pay a fixed plan fee (often ₹500 to ₹5,000 a month for small businesses) and messages are billed at, or close to, Meta’s rate. This is usually cheaper once you send more than a few thousand messages a month.
Model B: Low or no subscription, markup on every message
The plan looks cheap or free, but each message costs more than Meta’s rate. A ₹0.10 to ₹0.30 markup on marketing messages is common in India. At 20,000 marketing messages, a ₹0.20 markup adds ₹4,000 a month before GST.
How to spot a hidden markup
Ask the provider for its per-message price for India in each category, then compare it with Meta’s rates (₹0.8631 marketing, ₹0.115 utility, authentication and service). Any difference is the provider’s margin. Also check whether they bill in INR, whether prices include GST, and whether wallet credits expire.
Layer 3: One-time and add-on costs
| Item | Typical cost in India | Needed? |
|---|---|---|
| Onboarding and Meta verification support | ₹0 – ₹15,000 one-time | Many providers include it free |
| Dedicated virtual or new number | ≈ ₹300 per quarter to ₹2,000 per year | Only if you don't use an existing number |
| Chatbot or AI agent build | ₹0 (DIY builder) to ₹50,000+ (custom) | Optional, high ROI for support-heavy teams |
| CRM, Shopify or payment integration | ₹0 (native) to ₹25,000+ (custom API work) | Depends on your stack |
| Extra agent seats on the shared inbox | Per user per month on many plans | Teams of 3+ agents |
| Click-to-WhatsApp ad spend | Your choice (paid to Meta Ads) | Optional, unlocks the 72-hour free window |
Note on the green tick
Standard business verification in Meta Business Suite is free. A verified badge is a separate matter; it is available through Meta Verified for Business, which is a paid subscription, and it is never required to use the API.
WhatsApp Business API Price Comparison: Popular Options in India
We checked the public pricing pages of widely used options on 5 October 2026. Provider prices change often, so treat this as a starting point and confirm on their sites before you buy.
| Option | Platform fee (listed) | India per-message pricing (listed) | Best suited to |
|---|---|---|---|
| Meta Cloud API (direct) | ₹0 | Meta's rate card, no markup | Businesses with an in-house developer |
| AiSensy | Free plan; paid add-ons from about ₹1,350 to ₹2,500 a month | ₹1.09 marketing; ₹0.145 utility, authentication and service (after 1,000 free) | SMEs wanting broadcasts and a no-code chatbot |
| Wati | Growth, Pro and Business plans; pay-as-you-go option at ₹999 one-time with ₹999 credits; 7-day free trial | Billed by message type and country | Support teams needing a shared inbox |
| MSG91 | ₹500 a month (first 2 months offered free), excl. 18% GST | Billed separately from the rate card | Developers and OTP-heavy apps |
Direct Cloud API or a BSP: which is cheaper?
On message fees alone, direct Cloud API access is always cheapest because nobody adds a markup. In practice, small and mid-sized Indian businesses usually spend less overall with a BSP, because building and maintaining an inbox, broadcast tool, chatbot and integrations in-house costs far more than a ₹1,000 to ₹3,000 monthly plan. Go direct when you already have developers and mostly send automated utility or OTP messages.
Real Monthly WhatsApp API Cost Examples for Indian Businesses
These worked examples use Meta’s current India rates, include the October 2026 service-message rules, and add 18% GST. Platform fees are illustrative mid-range figures. Utility and authentication costs are shown before any volume-tier discount.
Example 1: D2C skincare brand in Jaipur (≈ ₹7,500 a month)
| Line item | Volume | Rate (₹) | Cost (₹) |
|---|---|---|---|
| Marketing (offers, cart reminders) | 4,000 | 0.8631 | 3,452.40 |
| Utility (order and shipping updates) | 3,000 | 0.115 | 345.00 |
| Service replies (1,800 sent, 1,000 free) | 800 billable | 0.115 | 92.00 |
| Platform fee | 1 plan | – | 2,500.00 |
| GST @ 18% | 1,150.09 | ||
| Total monthly cost | ₹7,539.49 |
Example 2: Coaching institute in Pune (≈ ₹17,100 a month)
| Line item | Volume | Rate (₹) | Cost (₹) |
|---|---|---|---|
| Marketing (batch launches, demo-class invites) | 12,000 | 0.8631 | 10,357.20 |
| Utility (class reminders, fee receipts) | 6,000 | 0.115 | 690.00 |
| Authentication (student app login) | 2,000 | 0.115 | 230.00 |
| Service replies (3,000 sent, 1,000 free) | 2,000 billable | 0.115 | 230.00 |
| Platform fee | 1 plan | – | 3,000.00 |
| GST @ 18% | 2,611.30 | ||
| Total monthly cost | ₹17,118.50 |
Saving tip: if half of those 12,000 marketing messages go to fresh leads from Click-to-WhatsApp ads answered within 24 hours, the 72-hour free entry point could cut roughly ₹5,000 before GST.
Example 3: Fintech app in Bengaluru sending OTPs (≈ ₹40,000 a month)
| Line item | Volume | Rate (₹) | Cost (₹) |
|---|---|---|---|
| Authentication (OTPs to +91) | 1,00,000 | 0.115 | 11,500.00 |
| Authentication-international (NRI users) | 2,000 | 2.4971 | 4,994.20 |
| Utility (transaction alerts) | 20,000 | 0.115 | 2,300.00 |
| Marketing (product nudges) | 5,000 | 0.8631 | 4,315.50 |
| Service replies (8,000 sent, 1,000 free) | 7,000 billable | 0.115 | 805.00 |
| Platform fee | 1 plan | – | 9,999.00 |
| GST @ 18% | 6,104.47 | ||
| Total monthly cost (before volume discounts) | ₹40,018.17 |
Note how 2,000 international OTPs cost almost half as much as 1,00,000 domestic ones. Routing international OTPs through SMS or email can be cheaper.
Example 4: Multi-city clinic chain, Hyderabad and Chennai (≈ ₹6,900 a month)
| Line item | Volume | Rate (₹) | Cost (₹) |
|---|---|---|---|
| Utility (appointment reminders, reports ready) | 9,000 | 0.115 | 1,035.00 |
| Marketing (health-camp invites) | 2,000 | 0.8631 | 1,726.20 |
| Service replies (6,000 sent, 1,000 free) | 5,000 billable | 0.115 | 575.00 |
| Platform fee | 1 plan | – | 2,500.00 |
| GST @ 18% | 1,050.52 | ||
| Total monthly cost | ₹6,886.72 |
Support-heavy businesses feel the October 2026 change most. Adding a second phone number for a second city doubles the free service allowance to 2,000 a month.

WhatsApp API Price by Industry in India
Your message mix matters more than your size. These are typical monthly ranges we model for Indian small and mid-sized businesses, including a mid-range platform fee and GST. Treat them as planning estimates, not quotes.
| Industry | Typical message mix | Estimated monthly cost (₹) | Biggest saving lever |
|---|---|---|---|
| E-commerce and D2C | Marketing-heavy, plus order updates | 5,000 – 40,000 | Segment campaigns; move order updates to utility templates |
| Education and coaching | Lead nurturing, reminders, fee receipts | 4,000 – 25,000 | Click-to-WhatsApp ads for admissions leads |
| Real estate | Project launches, site-visit reminders | 3,000 – 20,000 | Free entry point on ad leads; fewer, better broadcasts |
| Healthcare and clinics | Appointment reminders, reports, support | 2,500 – 15,000 | One number per branch for more free service replies |
| BFSI and fintech | OTPs, transaction alerts | 10,000 – 1,00,000+ | Volume tiers; keep international OTPs on SMS or email |
| Travel and hospitality | Booking confirmations, itineraries, support | 3,000 – 20,000 | Utility templates with zero promotional text |
| Local services (salons, gyms, repairs) | Reminders and occasional offers | 1,500 – 6,000 | Consider the free Business app until volume grows |
WhatsApp API vs SMS vs Email: Cost per Message in India
Price per message is only half the story; what you pay per customer who actually reads or acts is what matters.
| Channel | Typical cost per message in India | Strengths | Watch-outs |
|---|---|---|---|
| WhatsApp API (marketing) | ₹0.86 + GST (Meta rate) | Rich media, buttons, catalogues, two-way chat | Higher price; frequency limits on marketing |
| WhatsApp API (utility/OTP) | ₹0.115 + GST | Trusted sender name, read receipts, links | International OTPs cost ₹2.50 |
| Bulk SMS (DLT) | Commonly ₹0.12 – ₹0.25 depending on provider and volume | Works on every phone, no internet needed | DLT registration; plain text only; spam filtering |
| Usually a few paise per email on bulk plans | Cheapest for long content and newsletters | Lower open rates in India; promotions tab |
For OTPs and transactional alerts, WhatsApp now costs about the same as SMS in India while adding a verified sender name and delivery receipts. For promotions, WhatsApp costs more per message but usually earns more replies and conversions, provided you message people who opted in.
12 Ways to Reduce Your WhatsApp Business API Cost in India
- Use Click-to-WhatsApp ads for new leads. Replies within 24 hours open a 72-hour window where every message is free.
- Keep utility templates purely transactional. One discount line can push a ₹0.115 message into the ₹0.8631 marketing category.
- Segment before you broadcast. Sending 5,000 well-targeted messages instead of 20,000 untargeted ones saves about ₹12,900 before GST.
- Add numbers per team or city. Each business number gets its own 1,000 free service replies a month.
- Answer more in one reply. Since October 2026, every bot or agent message beyond the allowance is billable, so combine short messages.
- Clean your contact list. Remove numbers that never read or reply; they waste marketing spend and lower your quality rating.
- Ask about volume tiers. High utility and OTP volumes unlock lower rates across your business portfolio.
- Route international OTPs wisely. At ₹2.50 each, SMS or email may be cheaper for users outside India.
- Compare providers on per-message price, not plan price. A free plan with a ₹0.20 markup costs more at volume.
- Pay in INR. Avoid currency conversion charges and meet the 31 December 2026 deadline.
- Claim GST input tax credit if you are GST-registered and invoices carry your GSTIN (confirm with your CA).
- Review results every month. Cut campaigns that do not earn back their message cost.
Hidden Costs and Mistakes That Raise Your WhatsApp API Bill
Template reclassification
Meta can move a template to the marketing category if it reads as promotional. Check the category on each approved template, not just the one you requested.
Low quality rating and messaging limits
New numbers start with a limit on how many unique customers they can message in 24 hours, and the limit rises as quality stays high. If many people block or report you, the limit can drop, wasting the money you have spent building lists.
Messaging people without consent
WhatsApp’s Business Messaging Policy requires opt-in before you message customers, and India’s Digital Personal Data Protection Act, 2023 sets rules on consent for personal data. Buying number lists can get your account restricted, which is far more expensive than any message fee.
No payment method on file
Meta required a valid payment method before service-message billing began on 1 October 2026; without one, service messages stop being delivered. If your provider handles billing, confirm your account is set up.
Expiring wallet credits and dollar billing
Some providers sell prepaid credits that expire, or bill in USD with conversion charges. Ask for INR invoices with GST and a clear expiry policy.
How to Get the WhatsApp Business API in India: Step by Step

- Choose direct Cloud API or a BSPPick direct access if you have developers; otherwise compare providers on per-message price, INR billing and support.
- Register a phone numberUse a new number, or use Coexistence to keep your existing WhatsApp Business app number on the app and the API together.
- Get your display name approvedIt should match your brand or business name.
- Add a payment method and set billing to INRRequired for billable messages; India-billed accounts must be on INR by 31 December 2026.
- Create and categorise message templatesSubmit marketing, utility and authentication templates for approval.
- Collect opt-ins and start messagingAdd opt-in on your website, checkout and ads, then send your first campaign.
Is the WhatsApp Business API Worth the Price? A Simple ROI Check
Work it out from your own numbers. Suppose an online store in Kochi sends 3,000 abandoned-cart reminders a month:
- Cost: 3,000 × ₹0.8631 = ₹2,589, or about ₹3,055 with GST.
- If 2% of those shoppers complete a ₹1,200 order, that is 60 orders and ₹72,000 in recovered revenue.
- Even at a 0.5% recovery rate, 15 orders bring in ₹18,000, several times the message cost.
The same check applies to any use case: cost per message × messages sent against conversion rate × order value. If a campaign does not pay for itself, fix the audience or the offer before sending more.
